He was born in Istanbul in 1968 and originally from Erzincan. He completed his high school education in Istanbul Eyüp Imam Hatip High School. He graduated from Istanbul University Faculty of Dentistry between 1988 and 1993. While working as a dentist in private practice between 1996-2008, he started to work as a Clinical Dentist in SSK Okmeydanı Training and Research Hospital in 1997. Between 1999-2005, he worked as the 1st Degree signature authority. He served as Deputy Chief Physician in 2007-2008 Okmeydanı Dental Hospital, Chief Physician in 2008-2012 Okmeydanı Dental Hospital, and Hospital Manager in 2012-2015 Okmeydanı Dental Hospital. He served as the Founding Chief Physician at Beylikdüzü Oral and Dental Health Center between 2015-2016. Throughout his career as a chief physician, he actively attached importance to raising awareness in the treatment of pediatric dental health, mentally disabled dental patients, endodontic patients and ensured that it took place in national press news portals. ÜLGEN, who also works in the academic field, said, "Factors affecting the distribution and prevalence of oral mucosal lesions in full prosthesis wearers." He has created an academic publication on the subject published in Gerodontology, 2011 June 28: 97-103. He joined the MosDent family as of 2019, and continues to serve as the Head Physician of the institution. ÜLGEN, who participated in many national and international training and course programs throughout his professional life; he enjoys calligraphy, doing sports, researching and traveling. He speaks intermediate English and Arabic.
